12. We believe that ethnic discord must be eliminated and ethnic harmony cultivated in its place. The divisions between ethnic groups must not be allowed to grow wider. In order to prevent geographic fragmentation, a country must first prevent ethnic fragmentation. Therefore we call on government leaders to hold talks directly with the Dali Lama. We hope for an end to the misunderstandings between the Han and Tibetan people, for open communication and exchange, and for true unity. These are goals towards which all government bodies, private organizations, and religious leaders should strive.">
